All letters or parcels are charged by weight, and size. When sending item as letter it's charged as biggest size. I have sent a lot of records around the world as letter without any problems, but I issue no guarantee that you will receive the letter. The national postal service does of cource not issue any guarantee. When sending as parcel there is a tracking code. How this tracking code work outside Norway, I don't know. All parcels with tracking code I have sent has been delivered.
