This is signed by Lou at Tower Records in West Hollywood in 2003.  If you purchased his "Hit's" CD called NYC Man : The Collection Then you could get your items signed, I got this and a CD signed too. 
Looks like he signed it "Andy to Lou Reed" or "Andy + Lou Reed" or "Andy 'heart' Lou Reed".  In any case it was signed by him.
