I'm not an expert on these unusual Beatles items, so I'm just going to quote the note that the previous owner attached to the plain white cover:  "Original intended U.S. issue of "Rarities" - SN-12009 Capitol green line (5.98 list).  Withdrawn before release - no cover ever made.  Very rare."  If any of you Beatles experts wish to comment on this, I'll be happy to add your information to the listing.  The record is in excellent condition, the sleeve is a plain white generic.  Track listing:
